Texas think tank accuses Houston advocacy group of pushing “socialist‑aligned” policies amid claims of academic gains

A Texas conservative research organization has released a report that portrays the Houston‑area parent and community coalition Community Voices for Public Education (CVPE) as a front for teachers’ unions and left‑leaning groups. The report, issued by the Texas Public Policy Foundation (TPPF), argues that CVPE’s tactics resemble those employed by the Democratic Socialists of America (DSA) and that the group seeks to overturn recent improvements in Houston’s public schools.

The critique comes at a time when the state’s intervention in the Houston Independent School District (HISD) appears to have produced measurable gains. In 2023, the Texas Education Agency (TEA) took control of HISD in response to long‑standing academic underperformance. Since then, state data show that reading and math scores for grades three through eight have risen, and the number of campuses rated A or B by the Texas state assessment system grew from 93 to 197. F‑rated campuses fell from 56 to five, and the district’s overall rating improved from C to B.

TPPF campaign director Kate Bierly told Fox News Digital that while “the results were amazing,” critics argue that the gains come with “destructive replacement policies.” Bierly identified CVPE as “one of the main groups behind these proposals” and accused the coalition of using tactics similar to those of the DSA. “Some of the things they are advocating for is that parents should boycott the STAAR exam because the test allegedly supports racism and inequality,” Bierly said. She added that scrapping the exam would “remove a key pathway for low‑income kids to access advanced academic tracks.”

CVPE has publicly opposed the state takeover and has called for the elimination of mandatory State of Texas Assessments of Academic Readiness (STAAR) testing. The group also urges parents to boycott the exams and calls for reduced campus policing, with student arrests limited to severe offenses such as murder. In addition, CVPE encourages walkouts and political protests outside schools. TPPF claims that CVPE instructs parents on how to organize such demonstrations, while CVPE maintains that its advocacy is peaceful and aimed at improving school environments.

Co‑founder Ruth Kravetz defended CVPE’s platform, arguing that restorative justice and expanded mental‑health resources create safer learning environments. “HISD students should be heard and not herded,” she said. Kravetz dismissed TPPF’s claim that the coalition relies on DSA tactics, noting that CVPE supporters span the political spectrum. “Some of those parents are Republicans. Some are Democrats, some are socialists, and some are unaffiliated,” she said. She also criticized high‑stakes standardized testing, saying it “undermines educational quality, narrows instruction, and reduces deeper, more meaningful learning.” Kravetz said, “I don’t think any parent ever said, ‘I hope my kid grows up to be able to fill in a multiple‑choice test well.’”

Kravetz further challenged the “Texas Miracle” narrative promoted by HISD superintendent Mike Miles and Texas Governor Greg Abbott. She alleged that the recent improvements were artificially engineered, claiming that Miles “didn’t allow qualified students to even take Algebra I,” thereby “skewing the STAAR results and playing a shell game with scores.” Kravetz said that the policy “denied opportunities to countless kids just to make the numbers look better.”

HISD has not yet responded to Fox News Digital’s request for comment. The dispute highlights ongoing debates over the effectiveness of state interventions in local school districts, the role of standardized testing, and the influence of parent and community groups on educational policy.
